In general, all companies doing the following must have an MC number in addition to the DOT number.

BOC-3 - DESIGNATION OF AGENTS FOR THE SERVICE OF PROCESS
BOC-3 (Designation of Agents for Service of Process) is one of the requirements for securing operating authority and maintaining an active interstate operating status.
A BOC-3 form gives your carriers, for-hire truckers, brokers or freight forwarders a legal presence in any state where they operate. All for-hire truckers, brokers or freight forwarders must file a BOC-3 form with the Federal Motor Carrier Safety Administration (FMCSA) before their Authority is issued. Only a process agent has authority to file the BOC-3 form.
The BOC-3 form must include all states for which agency designations are required. The carrier or broker must keep a copy at its principal place of business.
